Hon Gai - the economic hub of Ha Long City

Hon Gai – the economic hub of Ha Long City

In 1883, French colonial forces occupied the Ha Long Bay area and initiated coal mining operations in the coastal deposits along the bay. It is believed that because the local islands were abundant with thorny rattan trees, the French named the area “Île des brouilles,” phonetically transcribed as Hon Gai or Hon Gay, which later evolved into Hon Gai. In 1936, Hon Gai coal miners organized the largest strike in Vietnamese history to demand their rights and resist the oppression of French mine owners. This historic strike drew immense national and international public attention, ultimately forcing the French government and mine owners to capitulate under the pressure of the workers.

In 1962, Mau Le commune was renamed Hon Gai township. By 1977, Hon Gai township was upgraded to Hong Gai town. In 1993, Hong Gai town merged with the communes and wards of Bai Chay to establish Ha Long City. In 2003, Ha Long City was officially recognized as a Class II urban area, followed by its designation as a Class I urban area in 2013. In 2020, following its merger with Hoanh Bo district, Ha Long became the provincial city with the largest land area in Vietnam.

The historical formation and development of Hon Gai are intrinsically linked to the Quang Ninh coal industry since the era of French occupation. Generations of coal miners have made profound contributions to Vietnam’s resistance wars against both French and American colonialism. Hon Gai was also the historic site of the largest general strike in Vietnamese history in 1937, when tens of thousands of coal miners rose up to fight for their rights.

The resounding success of the 1936 strike by tens of thousands of workers in the Mining Region stands as a monumental victory. This was the largest strike in the history of Vietnam, unfolding amidst a shifting political landscape following the establishment of the French People’s Front government. The strike commenced on November 12, 1936, when coal miners in Cam Pha went on strike to demand higher wages, shorter working hours, and improved living and working conditions. Shortly thereafter, the strike rapidly expanded to other coal mines including Hon Gai, Ha Lam, Ha Tu, Ha Khanh, as well as affiliated mechanical and electrical plants.

The strike persisted for over a month, with peak participation reaching up to 30,000 workers. It captured widespread domestic and international attention, garnering support and encouragement from social organizations, political parties, and prominent newspapers. International labor organizations also extended solidarity and aid to Vietnamese workers. Ultimately, the French government and mine owners were forced to yield to the immense pressure of the strike, conceding to several key demands such as a 15% wage increase, a reduction of working hours to 8 hours per day, and enhanced residential and medical conditions for the workforce.

The 1936 Mining Region workers’ strike was far more than an economic struggle; it was a profound political statement. It demonstrated the self-awareness, unwavering determination, and profound solidarity of the Vietnamese working class, significantly elevating the role of laborers within Vietnam’s democratic and revolutionary movements. Furthermore, the strike forged meaningful exchanges and connections between international and Vietnamese labor organizations, sending shockwaves through the French colonial regime and asserting the formidable power of the Vietnamese working class.
