Cao Ly Mountain spans over 40 square kilometers. Portions of this mountainous terrain serve as natural borders between Binh Lieu District and the neighboring districts of Hai Ha and Dam Ha, as well as demarcating local communes such as Dong Van, Huc Dong, Hoanh Mo, Dong Tam, and Luc Hon.
Cao Ly Mountain features eight peaks rising over 1,000 meters above sea level, with the grandest being Cao Xiem Peak at 1,429 meters. The average temperature on the mountain is 4°C cooler than in Binh Lieu town and 6°C cooler than in Halong City. Across various sections of the range, clouds shroud the skies for a third of the year, creating the ultimate sanctuary for “cloud hunting.”
To unlock its tourism potential, Binh Lieu District invested in and launched an inter-commune road connecting Huc Dong and Dong Van communes in 2017. Of the 300,000 visitors who journeyed to the district between 2015 and 2020, one-third traveled along this scenic route to indulge in the pristine air and breathtaking natural vistas.

Blessed with favorable climatic conditions, Cao Ly Mountain offers excellent potential for cultivating temperate flora. The Binh Lieu Ornamental Flower Cooperative is currently spearheading a floriculture project in Cao Son Village, Hoanh Mo Commune, nestled halfway up the mountain. Many of the exotic floral species grown here are typically found only in famed alpine destinations like Sapa or Da Lat.
During this season, the poetic purple hues of the wild melastome (hoa mua) flowers captivate travelers the most. In addition, guests can forage and savor wild myrtle berries while watching herds of cattle graze peacefully, or gaze upon the golden terraced fields cascading elegantly at the foot of the mountain.

Adventurous souls can also camp and enjoy an outdoor BBQ party at the foot of Cao Ly Mountain. At dawn, it takes a mere 40 minutes to trek from the campsite to the peak. Along this ascent, you may find yourself walking through cool, ethereal clouds. Once at the summit, all weariness dissolves, replaced by the sheer bliss of bathing in the morning sun and watching charming ethnic villages emerge through the aromatic anise and cinnamon forests.
Binh Lieu District is currently accelerating the development of community-based tourism in harmony with rural revitalization. This includes establishing cultural and festival hubs while diversifying, refining, and scaling adventure travel, eco-tourism, and luxury retreat experiences—ultimately elevating Binh Lieu’s prestige on the tourism map of Quang Ninh Province and beyond.
